History of Angel Manor
Wendy Ann Rapp started Angel Manor in Kingman AZ on August 15, 2001, for the purpose of helping women and women with children in need of recovery to become useful, upstanding, and productive members of society; by means of a twelve-step program, while they live in a safe and secure environment. In 2001 no facility for women with drug and/or alcohol addiction existed in Kingman; a town with a population over 45,000 and critical alcohol and drug addiction problems.
Ms. Rapp started Angel Manor on her own. Angel Manor remains the only facility of its kind in Kingman Arizona and the surrounding areas. Since starting in 2001 a total of 2,600 women and approximately 1,000 children (and counting) have lived at Angel Manor.
In 2015 Wendy was inspired to open another home, one for men which has since helped approximately 860 men and some with children. Of those who have gone through Angel Manors program, many have become healthy, upstanding citizens, living productive lives, gaining employment, relationships and families were restored, children placed back with their parents after time in foster care, and more.
Angel Manor Inc. has grown tremendously over the years and has expanded rapidly, now owning several homes for women, and one for men known as the Whiteard House, in the Kingman area. Ms. Rapp now going by the name of Wendy Weaver from her “late husband” is still working diligently to help others in need of recovery, and healing.
Angel Manor Inc. has had families and individuals referred to Ms. Weavers care for over the past 21 years, from all over Mohave County. Places such as Mohave County Courts (Lake Havasu City, Bullhead City, and Kingman City), Mohave County probation departments, Kingman Parole, Child Protective Services, the Mohave Mental Health Clinics, the Hualapai, Havasupai, and Cocopah (Yuma) Indian Reservations, the Kingman and Bullhead City Regional Medical Centers and hospitals, Arizona Department of Economic Security, as well as from other courts from outside the state of Arizona.
Ms. Weaver’s program offers a variety of requirements, resources, and helpful support for those on their journey to wellness and sobriety, some of which are listed here:
Ms. Weaver, with all that she does has the trust and respect of broad segments of the local and surrounding communities, as well as those farther away; with some from out of state.
Throughout her time serving, she has received several awards of honor and recognition. Such as, the Kingman Rotary Club Citizen of the Month Award, The Kingman Social Clubs Annual Recipient Award, the Soroptimist Ruby Award, and the Women Making History Award.
Based on her long-term success with those in recovery, her acceptance by the courts, county, state agencies, medical facilities, and recognition in the community for her service; it is clear that Wendy Rapp Weaver/ Angel Manor Inc. is eminently qualified to help women, men, and families in recovery.
MIRACLES
Some miracles are all around us; Angel Manor is one of them.
Over twenty years ago, my daughter had a vision. She was newly sober, less than a year. Through her sobriety, she connected to Jesus again, and wanted to help other women and their children to get off the cycle of addiction, and off the streets. She wanted them to find Christ lead, full, sober, and spiritual lives. The best way to strengthen our faith is to share it, and praise God for all things good.
She found a house in Kingman Arizona that would house ten to twelve women, she named it Angel Manor. Her father saw her vision, believed in God’s intervention in her, and loaned her the down payment. Her name is Wendy, she fell on her knees and asked Christ to guide her and be with her in all things, and He has! So many lives have been touched and changed over these past twenty years, Wendy’s included.
Many people and organizations have helped, and God has always been present through it all. Many have come to the Lord and seen that all things are possible through Him.
Children have their own beds and have had a birthday party for the first time. They have seen their mom’s trying to make their lives better.
Angel manor grew, with three more houses now; one for men too. Men and women both have found self-worth, jobs, sobriety, and help coping with life’s problems, with miracles every day!
Angel Manor has filled my heart watching the growth of families, the inner growth of people, and the reconnection to God. The smiles, the tears, all the things life is about when we are addiction free and know Christ.
I am greatly blessed to be part of this ministry, to have seen my precious daughter change her life and the lives of others through Christ Jesus.
So, the miracle goes on and we are all still learning, praying, and helping one another.

Our very favorite thing to do is to be part of putting families back together. We advocate for the parents in court cases an provide a safe place for visits and reunification. Teaching mom and dad to live clean and sober and become good parents so children can come home to a warm and loving environment.
We are so entwined with our community: serving at our church by leading recovery meetings, setting up food and fellowship hall for services, cleaning the church, and feeding the homeless.
